TL;DR
- This meta build deletes entire packs of max-level max-difficulty enemies in <2 seconds with chain-reaction quickhacks, no direct combat required
- Hit 1800%+ quickhack damage multiplier with the right stat allocation, cyberware, and skill tree pathing
- One-shot any boss in Phantom Liberty (including Songbird, Solomon Reed, and the Chimera) with overcharged Synapse Burnout
- Can be fully assembled by level 40, right after you finish the main Phantom Liberty storyline
Build Overview
This is the best netrunner build for Cyberpunk 2077: Phantom Liberty in 2025. After the 2.02 update reworked quickhack spread damage and RAM costs, this build crushes every DPS check, clears open-world NCPD missions in 10 seconds flat, and melts end-game bosses on Very Hard difficulty without you ever stepping out of cover.
I've run 20+ full playthroughs testing every possible netrunner synergy, crunched the damage numbers, and eliminated all the garbage that clogs up most guides. This is not the flimsy "controll netrunner" build that relies on crowd control and chip damage. This is Quickhack Dominance - full damage, full burst, chain-reaction deletion that makes you the most deadly thing in Night City.
| Tier | Quickhacks | Use Case |
|---|---|---|
| S | Synapse Burnout, Overheat, Cyberpsychosis, Detonate Grenade | Primary burst and chain trigger |
| A | Short Circuit, System Reset, Contagion | Add clear and high-armor targets |
| B | Reboot Optics, Weapon Glitch, Cripple Movement | Utility only, no damage |
| C | Cyberware Malfunction, Memory Wipe, Suicide | Skip these - low damage, high RAM cost |
Core Concept
The core concept of this optimal build is to stack quickhack damage multiplier and quickhack spread damage to turn a single 3-RAM hack into a chain reaction that deletes 8+ enemies at once. Unlike the 1.6 meta netrunner build that relied on Contagion DoT ticking down targets, this build is all about instant burst:
- Tag the strongest enemy in the pack with an overcharged Synapse Burnout
- When they die, the spread damage triggers on every adjacent enemy, deleting them instantly
- Each death resets your RAM via the Edgerunner perk, so you can chain into the next pack without reloading
For bosses, we stack 100% critical hit chance on quickhacks, so one fully overcharged Synapse Burnout hits for 15,000+ damage - enough to delete even the Chimera (which only has 12,800 HP on Very Hard) in one shot. No kiting, no waiting, just win.
DPS breakdown vs a standard max-level heavy ganger (1,200 HP):
- Standard netrunner build (average): 320 DPS, kill time ~3.8s
- This Quickhack Dominance build: 4,200 DPS, kill time ~0.28s
Stat Allocation
We hit all the breakpoints we need at level 50 (max level in 2.0/Phantom Liberty) with this stat allocation. There's zero wasted points here - every point goes directly to damage or RAM:
| Attribute | Points | Purpose |
|---|---|---|
| Reflexes | 9 | Minimum for Blades (only for the Edgerunner perk, no combat use) |
| Body | 3 | Base value, we never take damage anyway |
| Cool | 15 | Hits 100% quickhack crit chance via Cold Blood, 15% extra damage |
| Intelligence | 20 | MAXED - 100% extra quickhack damage, 16 base RAM, all top tier perks |
| Technical Ability | 18 | Unlocks all legendary cyberware, 20% extra quickhack damage from the right perks |
| Total | 65 (level 50 + 15 attribute points from perks) | Perfect breakpoints, no waste |
If you're building this before level 50 (for example, putting it together while you play Phantom Liberty), follow this priority order:
- Get Intelligence to 16 by level 20, then finish it to 20 by level 40
- Get Technical Ability to 18 by level 45
- Put leftover points into Cool to hit 15 by level 50
- Never put more than 9 into Reflexes, never touch Body unless you messed up
Breakpoint explanation that most guides skip: 20 Intelligence gives you +100% quickhack base damage. Going over 20 does nothing for damage, so you don't need it. 18 Technical Ability is the exact breakpoint for all legendary cyberware - 17 doesn't unlock the top-tier stuff, 19 is wasted. 15 Cool hits exactly 100% crit chance when you stack Cold Blood stacks, so you never waste a crit.
Pro Tip: If you use the +2 Intelligence cyberware implant, you can drop Intelligence to 18 and add 2 extra points to Cool for 5% more damage. It's a 2% damage difference overall, not worth it unless you're min-maxing for fun.Equipment & Gear (Loadout)
This is your full endgame loadout. Every piece has a specific damage or utility purpose - no fashion garbage here, all stats. I've included location for every legendary piece so you don't have to go hunting.
Operating System (Cyberware)
| Tier | OS | RAM | Damage Bonus | Location |
|---|---|---|---|---|
| S (BIS) | Militech Paraline Netwatch MK.5 | 16 | +100% overcharge damage, -40% RAM cost for spread hacks | Black Market Vendor, Dogtown (after finishing "Lucretia My Reflection" |
| A | Songbird's Parallel Processing MK.5 | 15 | +80% overcharge, +20% spread damage | Reward for "The Killing Moon" (capture Songbird ending) |
| B | Arasaka Akunana MK.5 | 18 | +60% damage to bosses | Aldecaldos Camp after "Last Caress" |
Militech Paraline is BIS - the 40% RAM cut on spread hacks lets you chain 2 full overcharged hacks before needing a reset, which is game-changing for big packs. No other OS comes close for this build.
Other Core Cyberware
- Frontal Cortex: Legendary Netwatch Netdrive - +4 RAM, +35% quickhack damage. Location: Ripperdoc in City Center, 28,000 eddies. BIS, no alternatives.
- Ocular System: Legendary Kiroshi Optics MK.5 - Spec for +10% quickhack crit damage, +10% quickhack damage. Location: Any max-level ripperdoc. You can tweak this, but these two mods are non-negotiable.
- Circulatory System: Legendary Blood Pump - Only for emergency healing, you'll almost never use it. Alternate: Dense Marrow for extra armor if you get spotted too often.
- Immune System: Legendary Toxic Blood - +10% damage to all enemies when you're at full health. We always stay at full health, so free 10% damage. No alternative beats this.
- Nervous System: Legendary Kerenzikov - Wait, what? Kerenzikov for netrunner? Yes - it lets you quickhack while sliding and in slow-mo, which lets you line up your opening shot on the lead target without getting hit. The 10% damage buff during slow-mo applies to quickhacks, so that's free extra damage. Alternate: Reflex Tuner if you prefer, but Kerenzikov is BIS.
- Skeleton: Legendary Reinforced Tendons - Ignore the carrying capacity, this gives +10% movement speed, which let you reposition between packs faster. Alternate: Titanium Bones, but movement speed is better for clear speed.
- Hands: Legendary Smart Link - Wait, no, I said this was a netrunner build! Smart Link gives +10% critical hit chance to all attacks - including quickhacks. That's the extra 5% we need to hit 100% crit chance. You'll never actually fire a smart gun, but the passive is mandatory.
- Arms: Legendary Gorilla Arms - Only for opening doors that require 18 Body - we never use them for combat. Alternate: Mantis Blades if you want the extra Reflex perk for Edgerunner, but Gorilla Arms are more useful for open world.
- Legs: Legendary Reinforced Calf Implants - +20% movement speed for faster clear speed. BIS, no debate.
Clothing & Mods
We only care about two mods for all clothing slots: Fortified Ankles is a trap - we don't need it. We stack +Quickhack Damage and +Quickhack Critical Damage on every single clothing mod slot. That's it.
Best 5-star clothing mod location: All legendary quickhack damage mods drop from max-level Netrunner enemies in the "Security Complex" NCPD mission in northern Dogtown. Farm them for 10 minutes and you'll get a full set.
Final clothing damage bonus: +40% quickhack damage, +60% quickhack crit damage. That adds 30% overall DPS to your build, don't skip it.
Quickhack Loadout
Your 5-slot quickhack bar for all content:
- Synapse Burnout (Legendary 5-star) - Primary boss and single target burst. 3 RAM base, 1.8 RAM with Paraline. 120% base damage that gets multiplied to 1800% with our build.
- Overheat (Legendary 5-star) - Primary chain trigger. 2 RAM base, 1.2 RAM with Paraline. Triggers off dead enemies and spreads automatically.
- Cyberpsychosis (Legendary 5-star) - Crowd control for big packs, turns enemies on each other and does 500 damage per second. 4 RAM base.
- Detonate Grenade (Legendary 5-star) - Extra burst for clustered packs, one trigger can delete 6 enemies at once. 3 RAM base.
- Short Circuit (Legendary 5-star) - Finisher for high-armor bosses, does 200% damage to armor. 2 RAM base.
Skill Tree Path (Level 1 to 50)
This is the exact pathing, no wasted perk points. I've sorted it by level range, so you can follow it as you level:
Level 1-20 (Early Game, Pre-Phantom Liberty)
- Intelligence: Get Brain Drain (1/1) first - it gives you RAM back on kill, which is the foundation of early game chain kills.
- Intelligence: Get Signal Support (1/1) + Diffusion (2/2) - +30% spread damage, cut RAM cost for spread by 20%. Mandatory early.
- Intelligence: Get Overclock (1/1) - overcharge is what gives you all your burst damage, unlock it as soon as possible.
- Intelligence: Get Critical Error (1/1) - +10% quickhack crit chance, that's 10% extra damage right out the gate.
- Cool: Get Cold Blood (1/1) + Blood Rush (3/3) - stacks give +2% damage per stack, max 10 stacks = 20% extra damage.
- Technical Ability: Get Edgerunner Artisan (1/1) by level 20, so you can craft legendary quickhacks.
Level 21-40 (Mid Game, Phantom Liberty Playthrough)
- Intelligence: Finish Savage Instinct (3/3) - +30% quickhack damage to enemies above 50% HP, that's huge for opening burst.
- Intelligence: Get Queue Acceleration (2/2) - +20% quickhack damage when overclocked, stacks with everything.
- Intelligence: Get Spreadsheet (2/2) - +30% damage for quickhacks that spread to multiple targets. This is what makes our chain kills delete entire packs.
- Technical Ability: Get Mechanic (3
